The mandatory specifications span 15 pages, loaded with meticulous details regarding each component of the residential apartment's components: the scope of the room system that the apartment will include; Definitions of a minimum area of the apartment, bathrooms, a service balcony and a sukkah balcony; the type of paint and plaster of the walls, the finish of the ceiling, the type of flooring of all the rooms, the safe room, the kitchen, the bathrooms and toilets, the storage room and balconies; Kitchen cabinets - their length, size and depth, the height of the upper threshold of the worktop, the structure of the kitchen cabinets, the type of coating they have, the shade of the coating; bathroom cabinets - specification of size, type of wood, cabinet hinges and type of surface integrated in the sink; The service balconies - including a laundry hanging facility, preparation for a tumble dryer, washing machine, etc.; The entrance door to the residential apartment – the type of door, peephole, internal security closure, the thickness of the lintel, and the type of cladding of the door wing and lintel; The interior doors of the apartment - the type of wood, the shade of the wood, the types of hinges, the waterproofness, the type of the door wing and its material, the color, the doorframe and the type of lock of the bathroom and shower doors; The type of windows and shutters that will be in the apartment – in terms of the type of metal, the glazing, the size of the windows, the way they open and close, whether they are electric or manual, the number of rails in the windows, preparation for the nets; sanitary ware of all kinds – cold and hot water connections, types of faucets, sink materials; solar system - solar and electric water heaters - scope, size and location; gas and ventilation systems; the location of electrical installations in the apartment, the number of plugs, sockets and circuit breakers, and the types of plugs in each room and area of the apartment; cooling and heating facilities in the apartment; Specifications of the public areas of the residential building - entrance floor, entrance lobby, stroller and bicycle room, parking; The type of cladding stone of the building, the stairs of the building, elevators, the interior walls of the public areas, irrigation and electrical installations of the building.
- The binding specifications are also an example of the level of state's ongoing supervision of construction and the ongoing reporting obligation to which the winner of the tender was obligated.
