In addition, the control company's documents stipulate the obligation to hold information meetings, including the date of their meeting, the location of the meetings, the scope of the participants and the content required to be delivered by the winning contractor, with representatives of the Ministry of Construction and Housing accompanying and guiding the contractor throughout the process.  The obligation to hold apartment selection days accompanied by a representative of the control company was also determined, and the necessary preparations from the contractor for this purpose.

The level of detail of this document is maximum, up to the level of emphasizing the contractor on determining the order in which the apartments are selection, allocating 45 minutes to each winner of the lottery to choose an apartment, what happens in every possible situation (the arrival of two spouses or if only one arrives or if a third party comes on behalf of the couple, etc.), the documents that must be signed by the buyers, What initial amount can be charged to the winners of the lottery, and the obligation to update the selected apartments in the schedule of apartments with each representative of the Ministry of Construction and Housing.

The documents of the control company also determine all the terms and obligations for signing a sales agreement between the contractor and the winner of the lottery.

The control company also clarifies what happens after the process detailed above:

"The control company continues the control work on the project, including checking signed contracts and checking the collection in order to ensure that no over-collection was carried out or collection was carried out in accordance with the tender guidelines. 

In addition, the Ministry of Construction reserves the right to conduct an inspection of the apartments to check the conformity of the apartments to the mandatory specifications."
