Therefore, as stated in the judgment of President Y.  Amit, it was decided that the decisions of the government that are the subject of the petitions should be ordered null and void.  It was unanimously decided that the government's decisions to appoint Dr.  Yifat Ben Hai-Segev as Chairman of the Council of the Second Authority for Television and Radio and Adv. Kinneret Barashi and Dr.  Haim Shine should be ordered to serve as members of the Council.  It was further held in a majority opinion of President Y.  Amit and with the concurrence of Justice R.  Ronen against the dissenting opinion of Justice E.  Stein, that the matter of the other members of the Council who were elected in government decisions should be returned to the Committee for the Examination of Appointments, insofar as the Minister of Communications wishes to advance the appointment of these candidates.
