It is to be hoped that these prices will not be in vain, and that the lessons will be learned so that mishaps and failures will not repeat themselves as they were discovered.

And since we have started with the public interest, we will also conclude with it and mention the obvious, that: "The public interest, alongside law enforcement, is, of course, also the existence of a good and worthy police force that does its job according to its law and constitution" (Criminal Appeal 9141/10 Stoire v. State of Israelparagraph 111 (April 28, 2014)); "Just as there is a public interest in bringing such criminals to trial and appropriate punishment, so there is a great public interest in the proper and proper conduct of the investigation" (Criminal Appeal 1361/10 State of Israel v. Zagori, paragraph 104 (June 2, 2011)).

  1. Before signing, I wanted to express my gratitude and appreciation to the prosecution team led by Adv. Shira Kani-Tal (Deputy District Attorney – Criminal) and Adv. Eli Perry, who represented Fischer on behalf of the Public Defender's Office. The State Attorney's Office and the defense team demonstrated professionalism, dedication and fairness in representing the interests of their clients, while at the same time maintaining a friendly and respectful attitude, while greatly assisting the court in conducting a trial and navigating the way through this complex and challenging process.  Adv. Perry is also noteworthy for carrying the burden of defense alone, after a number of public defenders appointed to stand alongside him retired from the defense team at various stages, and despite the efforts of the Public Defender's Office, no other public defender was found to assist Adv. Perry.
  2. In summarizing all of the above, I sentence Fischer to the following punishments:
  3. Actual imprisonment for a period of 9 months, during which he will bear community service in accordance with the opinion of the Commissioner of Public Service from November 18, 2025.

 

In accordance with the opinion, Fischer will report to the beginning of the service work on January 26, 2026 at 8:00 a.m. at the offices of the Commissioner of Public Works, Central Branch, Tel Aviv.

  1. suspended imprisonment for a period of 6 months in which he will be charged if he commits a bribery offense under Section 3 of the Chapter 9 to the Penal Law.

III.       suspended imprisonment for a period of 3 months in which he will be liable if he commits the offense of obstruction of justice for three years from today 244 to the Penal Law.
