Conclusion

48. In view of all of the above, I would suggest to my colleagues that we make the partial order nisi absolute, in the sense that sections 4a(5) and 5b of the procedure will be canceled. In addition, we have recorded before us the respondent's declaration, according to which clause 5(a)3 of the procedure will be amended, as stated in the order nisi, and clause 5c of the procedure will be deleted.

I will also suggest that the Respondent bear the Petitioners' expenses in the sum of ILS 15,000.
