The defendant, who was acquainted with the senior officials at Gazprom, agreed to Ben-Eliezer's request, and organized a meeting at Gazprom's offices in Moscow between Ben-Eliezer and various elements in the company, and later even organized a meeting between Ben-Eliezer and other parties for representatives of Suker (hereinafter: The meeting with Gazprom; Meeting with a reviewer company).

On June 23, 2008, a meeting with Gazprom took place, when Ben-Eliezer arrived in Moscow with an official delegation from the State of Israel, which included representatives from the Ministry of Infrastructures (Sharon Kedmi, Moshe Kimhi and Assaf Azoulay) and representatives from the Ministry of Foreign Affairs (Anna Ezri and Michael Brodetsky).  On behalf of Gazprom, Chairman of the Board of Directors Alex Miller, and other senior executives were present.  There is no dispute, and this is evident from the testimony of the defendant and also from the testimony of Sharon Kedmi, who served as the head of the professional staff at the Ministry of Infrastructures, and later as the Director General of the Ministry of Detention until the end of the proceedings (hereinafter: Front), that the defendant met the delegation near Gazprom's offices, went up with it to the office of the chairman of the board of directors, but did not enter the meeting.

In contrast to the meeting with Gazprom, the defendant participated in a meeting with Soker, and in his testimony he explained that given the extensive experience he had accumulated up to that time, and the fact that Soker was less "formal", he could have helped promote the meeting and the interests of the State of Israel.

The defendant described in his testimony that during Ben-Eliezer's stay in Moscow and Azerbaijan, for the purpose of holding meetings with Gazprom and Suker, the two met and began to get to know each other (Prov. p. 1172, s. 31; Prov. p. 176, s. 9).  At a nearby date, on one of the occasions when he arrived in Israel, the defendant met with Ben-Eliezer, and then, according to him, the relationship began to take a definite level of friendship.
