(a) A person who requests a license under this Law or who wishes to renew it (in this Law – the applicant), shall submit a written request to the Director.

(b) The applicant shall attach to his application documents attesting to the fulfillment of the conditions for granting the license.

(c) The Director may demand from the applicant any information or document required by him for the purpose of deciding on the application.

  1. In accordance with Section 6(a) of the Law, the Director shall grant a license or order its renewal "to an applicant who meets the conditions for obtaining that license." The conditions for granting the various licenses recognized in the law are scattered throughout its length and breadth.  With regard to vehicle import licenses, the conditions for granting them are detailed in Chapter D of the Law.  Section B of this chapter deals specifically with a commercial importer's license, which includes three types: a small importer's license, an indirect importer's license, and a direct importer's license.  This section enumerates the conditions for granting each of the aforementioned types of licenses, and next to them  section  45 provides  as follows:

The granting of a license under this Article, the determination of conditions therein, or its renewal shall be governed by the provisions of Section C of Chapter B of the Law for the Promotion of Competition and the Reduction of Concentration, 5774-2013, with the necessary changes.

Copied from Nevo11.  (a) In allocating a right and in determining the conditions for that right, the regulator shall take into account, in addition to any other consideration that it must consider by law regarding the allocation, considerations of promoting industry competitiveness.
