At this stage, a pause should be made in chronology and it should be clarified - from the correspondence that was presented between the bank's representatives themselves, it is possible to see a developing decision that began with Lotem's announcement, according to which the activity in the accounts should be stopped, since there are investigations against Toledano - nothing more. Subsequently, when the branch manager himself wonders why the activity should be stopped, and when the bank's employees who are in direct contact with the customers clarify that this is normal activity in the accounts - additional reasons are added, related to the fact that these are payments from offshore countries that have not been clarified and that the transferring companies operate without licenses. This decision further develops when, without any explanation being added, Mrs. Sigal Mantin Sadi announces that a letter must be issued regarding the closure of the accounts, i.e., not only the cessation of the activity, but the closure of the accounts. All correspondence as detailed is between the bank's employees themselves, while at this stage - i.e., at this stage decisions are made, first on the cessation of activity and later on on the closure of the accounts, and moreover, a discussion begins regarding the wording of the closure letter, there is no documentation of contacting customers, and all the more so that no proceeding is conducted in which customers are allowed to express their position, remove suspicions or produce documents that were not requested at all.
- The first documented contact to customers was on December 6, 2016, after a reminder regarding the guarantees, since the plaintiffs are not aware of what is happening "behind the scenes" in the correspondence between the bank's employees, at which time Sigal Mantin Sadi wrote:
"I have already met with Haim Toledano on the matter, and in light of the lack of clarity on the source of the receipts, it was agreed to close the group's accounts. A letter on the subject has been sent to you these days. At the same time, you are welcome to meet with a school administrator."
