On the subject of licenses , it was stipulated in the outline that any activity in cannabis must comply with the provisions of the law, including obtaining appropriate licenses to be provided by the Medical Cannabis Unit (hereinafter - the Medical Cannabis Unit), in accordance with the provisions of the Drugs Ordinance. The terms of the licenses will determine quality and security requirements, as well as conditions according to the recommendations of the Ministry of Public Security and the Israel Police, which will examine the lack of information that disqualifies the possibility of granting the license (section 3.a).
Regarding pharmacies , the main points of the outline stipulate that "cannabis products will be issued to patients in pharmacies who wish to do so and meet the required conditions." It was determined that the distribution of cannabis products and its pharmaceutical management will be done as is customary for narcotic drugs (dangerous drugs) with the required changes and only in accordance with the instructions of the Ministry. It was also determined that pharmacist instruction would be provided to patients regarding the use of cannabis products (section 3.f).
- In accordance with the government's decision The professional standards for working in the field of cannabis have been published It was also determined "Road Map" Regarding the practice in the field - "Guidelines for the Process of Licensing the Practice of Cannabis for Medical Use ('Road Map') - Procedure 107" (hereinafter - Licensing Guidelines). These guidelines are updated from time to time and are available on the ICR website. The licensing guidelines set out the licensing process, which consists of the following four stages:
In the first stage, the developer must submit a request for initial approval along with the necessary documents (section 4.1.1).
In the second stage, the application meets the threshold conditions and the absence of "invalid information" is examined. The police's recommendation, based on a criminal risk assessment, is accepted, and an examination is carried out by the relevant authorities, including the Pharmacy Department, the District Pharmacy Department, and the Ministry of Agriculture, if there is no inadmissible information regarding the license applicant, the interested parties, and his employees. If there is no invalid information, the ICRC issues a dealer code and an initial approval for the requested field of occupation.
