From these words, we learn that Minister Karei's position regarding the future of the station was not born shortly after he sent his letter to Minister Katz on March 30,2025, but was rooted in his perception for a long time, according to which the main impropriety of the station's existence lies not in the fact that it is a military station dealing with current affairs, but rather in the political-partisan content reflected in the station's broadcasts, which he calls "Left-wing station", "Political Station" and-"Gali Gantz", The Distributor "Incitement". Minister Karei's call in his letter to Minister Katz "Together to advance an important and necessary move: the closure of the military radio station Galei Tzahal", against the background of these words, shows that the improper consideration was not born with the letter of March 30,2025, but rather was the basis of Minister Karei's position towards the station even earlier, and that the appeal to Minister Katz regarding the closure of the station was, to a large extent, a direct continuation of that position.
It should be emphasized: Although statements in the media and social media publications do not normally establish a suitable evidentiary basis for the petitions submitted to this Court (see, many of the following: High Court of Justice 9777-04-25 Lavi Civil Rights Proper Administration and Encouragement of Settlement (NPO) v. Legal Advisor to the Ministry of Justice, paragraphs 13-15 of the Vice-President's judgment v. Solberg And the many references there (August 6,2025)), in view of the unique nature of the grounds for extraneous considerations that I discussed above, which requires an examination of the kidneys and heart of the decision maker, there is no choice but to refer to any evidence that can shed light on the mindset of the decision maker, including administrative evidence of this kind.
- As stated above, on August 11,2025, Minister Katz signed the letter of appointment in the framework of which the Advisory Committee was established. Immediately afterwards, Minister Katz posted the following on his account on the social network "X":
"Today I appointed the members of the committee to examine the status of Army Radio in order to submit recommendations to me within 50 days regarding the future of the station. I made it clear in advance that I was not prepared for the current situation to continue - and what was there will not be. Army Radio was established by the Israeli government as a military station to serve as a mouth and ear for IDF soldiers and their families , and not as a platform for the voice of personal opinions, many of which attack the IDF and the IDF soldiers themselves..." (Appendix 17 to the petition of the Movement for Quality Government; emphases added - Y. 20).
