Section 26H of the law, stipulates that it will be established "A committee to examine the fulfillment of the conditions designated for security service for the purpose of freezing arrest, investigation or enforcement proceedings". The committee will be established by the Chief of Staff (who will be entitled to establish more than one committee), will include three members (at least one with the rank of colonel and at least two with the rank of lieutenant colonel), and the Military Advocate General will determine its work procedures (hereinafter: Examination Committee).
Section 26T The law regulates the mechanism for submitting requests for a stay of enforcement proceedings. According to the provisions of the section, a person designated for security service who is a yeshiva student, who is interested in a stay of proceedings in his case, must submit affidavits on his behalf and on behalf of the Rosh Yeshiva within 30 days of the entry into force of the amendment, as detailed above (Sections 26I(a)-(b)). To the extent that the committee finds that the conditions under Section 26D, "[The person designated for security service] shall not be arrested for an offense under section 46 or under sections 92 or 94 of the law Military Jurisdiction, 5715-1955, and if he was prosecuted - The proceedings against him will be stopped." However, even before the committee's approval, from the moment the person designated for security service submits such a request, instructions will apply to him Section 26G, so that no arrest and enforcement proceedings will be taken against him (Section 26I(e)).
Section 26K, its title "Supervision and Auditing", states that "In order to supervise the implementation of the provisions of this chapter, the Minister of Defense shall give instructions on the matter and authorize inspectors"; Subsequently, he states Article 26XV Because "If an examiner sees that there is a repeat absence of 20% or more of its students in a particular yeshiva, he shall give the head of the yeshiva a warning; If an examiner sees that in that meeting such absence continues, the yeshiva will be removed from the list of yeshivot and its students will be given an opportunity to register for another yeshiva.".
