The witness, Dr. S.  Libiki: So most monitoring systems and in fact in the plans, say that the monitoring you know should be available 90 pf the time, 95 percent of the time, it depends on the.  Or 80 percent of the time, depends on the plan, and.  In most monitoring systems and programs, in fact, this thing says that monitoring should be available 90 percent of the time or 95 percent 8 percent, it depends on the program.  The average concentration is taken on the available data, and.  The average concentration is according to the information available, and in addition.  The data is considered valid if the data that is there is more available than the standard set in the plan.

The witness, Dr. S.  Libiki: It’s OK.  The data is considered valid when the data is more available than it is written, the availability of the data is higher than what is written in the plan.  When the data is not available it’s simply not used in the average.  And when the data isn't available, then it's simply not used to determine the average.  And that is the standard for monitoring systeMs. And this is a standard for systems.
