Sentence

(in relation to Defendants 1 and 2)

  1. Defendants 1 and 2 were convicted, according to their confession in an amended indictment (marked by the President, the Honorable Judge Sagi on December 11, 2024), of fraudulent receipt under aggravated circumstances - multiple offenses under Article 415 Clause of the Penal Law, 5737-1977 (hereinafter: "Penal Law"), cunning and subterfuge with the intention of evading tax - 5 offenses according to Section 220(5) to the Income Tax Ordinance [New Version] (hereinafter: "Income Tax Ordinance") and the prohibition of performing an action with prohibited property - an offense according to Section 4 of the Prohibition of Money Laundering Law, 5760-2000 (hereinafter: "The Prohibition of Money Laundering Law").
  2. For the sake of completeness, it should be noted that defendant 3 was convicted, according to his confession in an indictment (marked 21/2), of aiding and abetting fraudulent receipt in aggravated circumstances - many offenses according to Article 415 Sifa in conjunction Article 31 to the Penal Law, and his sentence was handed down on November 10, 2025.

Amended indictment:

  1. According to the general part of the amended indictment In order to receive a matriculation certificate from the Ministry of Education, one must successfully pass the matriculation exaMs. In addition, the score given on the test is highly significant, among other things, for admission to academic institutions. Tens of thousands of teachers and students in the State of Israel invest hundreds of hours of work and study every year in order to prepare and succeed in the matriculation exams and achieve good grades.  The State of Israel, through the Ministry of Education and the schools, and the education system as a whole, invests considerable resources in order to hold the matriculation exams and ensure the integrity of the exaMs.

During the exams, examinees must meet the conditions set by the Ministry of Education.  Among other things, as stipulated in the Ministry of Education's Director General's circular "Purity of the Exams", the examinee is obligated to solve the test independently and fairly, from the time the safe is opened or the test is dispatched until the last hour of the end of each questionnaire, it is absolutely forbidden for any person to submit the questionnaire or the solution of the test to any party in any way, including by electronic means.  In addition, examinees are prohibited from entering the test with digital aids, such as telephones, smartwatches, miniature cameras, headphones, etc.
