This is from Khoury's testimony:

"We had a quiz convention.  And they said we don't get visas and everything.  He turned to me, I told him: Listen, you can turn to Minister Fouad Ben-Eliezer, he is known as someone who dealt with the quiz, understands the quiz, and all it is out of interest.  If the government system can't, maybe a little more, at a higher level, someone can help you.  The goal was actually to take someone who actually had a lot of activity in the quiz field, so that he might help get that company the visa.  Out of a goal, the same interest of the State of Israel that came out.  And this is actually the same event, that was our appeal.  I remember that he asked me, and once again, as a man of government, you have limits to what you can do.  You can come and say: Listen, my boundaries are limited, I'm now officially conducted, like you usually want to achieve higher things, You can go to the minister and ask him.  This was actually the situation of the very appeal of that Yaoz Eskin" (Prov. p. 1602, s. 13).

The things that have been described and determined so far can be summarized as follows: Receiving visas continuously was significant for B&E; The State of Israel had a clear interest in assisting local manufacturers and in implementing the Quiz Agreement; Eskin, the manager of B&E, has approached and sought the help of a number of parties over the years in order to help him with the issue of visas (Minister Silvan Shalom, appeals to the Ministry of Foreign Affairs, an appeal to Ehud Barak, who served as Minister of Defense – a request that apparently even led to obtaining a visa; the company's owners, Iskin and Uri Motsafi, as part of their appeal to many parties for assistance in obtaining visas, also contacted David Khoury, who served (and still serves) as the official representative of the State of Israel. and as the person entrusted with the implementation of the Quiz Agreement; David Khoury advised them to turn to Ben-Eliezer (who was then Minister of Industry, Industry, and Labor) for assistance, since Ben-Eliezer was one of the architects of the Quiz Agreement.

Referral to Ben-Eliezer and the scope of the assistance he provided to B&E

  1. Against the background of the above, In 2007After Eskin and Motsafi informed the defendant, Eskin was summoned to a meeting at Ben-Eliezer's office on one of the Fridays he attended with his accomplices – Uri Motzfi and the defendant (testimony of Eskin, Prov. p. 74, para. 1).

It can be determined that the said application was made after July 2007, since in July Isskin approached the Ministry of Defense for assistance in the matter of the visas, and it is reasonable to assume that he did so before the assistance received by the company from Ben-Eliezer (P/246).
