Search Committee - A committee that locates the relevant candidates in a competitive process and recommends to the appointing body a candidate or a list of suitable candidates. This committee generally operates with a composition of three members - the director general of the ministry in which the position is held or his representative from among the senior employees of his ministry; the civil service commissioner or his representative from among the senior employees of his ministry; and an additional representative from among the public with expertise and experience in the relevant field, who will be appointed by the Director General of the Ministry in which the position is located and the Service Commissioner by agreement (Decision 2541 of the 29th Government "Exemption from Tender (Appointment through a Committee for the Identification of Candidates)" (September 29, 2002); Decision 3075 of the 34th Government "Improving the Staffing Procedures for Senior Positions in the Civil Service and Amending a Government Decision - Continuation of the Discussion" (October 15, 2017)). In terms of work procedures, the committee publishes about the existence of the vacant position, and at the same time its members may contact any person they believe is suitable for the position on their own initiative. Copied from Nevo Advisory Committee - A committee that examines aspects of integrity in the appointment of a specific candidate who was brought in for examination. The committee consists of four members. The chairman of the committee is a retired Supreme Court justice, and its other members are the Civil Service Commissioner and two public figures. The members of the committee are appointed by the government, after consultation with the Attorney General, for a single term of 6 years, with the exception of the Commissioner who serves by virtue of his position. The committee advises government officials on all matters relating to appointments to seven senior positions: Chief of Staff, Police Commissioner, Head of the Shin Bet, Head of the Mossad, Commissioner of the Prison Service, Governor of the Bank of Israel, and Deputy Governor of the Bank of Israel. First, the prime minister or the appointing minister sends the committee a notice of their intention to appoint a person to one of the senior positions, along with a questionnaire filled out by the candidate, detailing his resume and the main reasons for his selection. The committee then publishes a notice to the public that allows for the submission of responses. Subsequently, the committee invites the prime minister or the minister proposing the candidate for the position, the candidate himself, the outgoing office holder, and other parties at its discretion, in order to formulate its position.
