"El Al's legal advisor tried to bring in the issue of a just Sabbath that was already raised in the last meeting.  It was explicitly stated that this issue should be given an appropriate solution in the bill, and they tried to attack it now by defining flight cancellation as opposed to flight delay.  As far as I understand, the issue is not related, it is an artificial connection that is being made here.  As for the question of what constitutes flight cancellation, the committee discussed this question for several hours, and it is not for nothing that the definition was ultimately proposed as it is expressed here: "at least six hours later than the date stated in the flight ticket" (which was changed to eight hours, after hearing all those concerned with the A.M.  issue).  It was really after many discussions.  It is not connected, as noted, to the issue of Shabbat" (p.  16).

Afterwards, only in the penultimate meeting, which was held as a defense for the first reading, did they return to the issue of Shabbat, when the clause had already been defined, without any reservation.  Due to the importance of the matter, the following will be presented in full:

"Chairperson Carmel Shama:

Section 7(c)(4), the subject of Shabbat.  "A flight operator or organizer has proven that the flight was canceled in order to avoid desecration of the Sabbath or holiday."

Ahmad Tibi:

           I want to say to the protocol that I committed at the time to MKs Mozes and Gafni who approached me, that I would come to meet them, not an ox in the threshing, but a bird of its soul.  So he bursts into an open door.  Do you want an achievement? Give him an achievement.

Israel Eichler:

            I'm not talking about politics, I'm talking about Shabbat.

Ron Halfon:

           Does this clause also apply to companies that frequently fly on Shabbat?

Chairperson Carmel Shama:

            Anyone who frequently flies on Shabbat cannot prove it.

Eti Bandler:

           He has to prove that he canceled the flight just to avoid desecrating the Sabbath.
