The appeal is therefore accepted and the judgment of the Appeals Court is annulled. The appellants' request to open a marriage file is accepted and the gradual process in their case will continue.
The respondent will bear the appellants' expenses and attorney's fees in the total amount of ILS 18,000.
The guarantee is given to the appellants through counsel.
