Judgment
Judge Ofer Grosskopf:
The two petitions before us are aimed at cancelling the decision of the Prime Minister, Mr. Benjamin Netanyahu, to appoint him as Prime Minister The Mossad for Intelligence and Special Functions (Hereinafter: The InstitutionMajor General Roman Goffman (hereinafter: Maj. Gen. Goffman). The core of the petitioners' argument is that Maj. Gen. Goffman's conduct in the context of a certain affair, which occurred in 2022, when he served as commander of the Bashan Division in the IDF (hereinafter: The Elmakis Affair), indicates a serious defect in his integrity, which disqualifies him from serving in the said position. I will preface the hearing to a conclusion, and I will make it clear that if my opinion is heard, we will reject both petitions.

In short, the available evidence shows that the Almakais affair does not stain the impressive career of Maj. Gen. Goffman with a stain of values. Therefore, it does not justify his disqualification from serving as head of the Mossad.
