According to the indictment, during the month of September 2011, Maman applied for price quotes for the Oranim project.

In the first part of the indictment, it was attributed to Oshri, Shachar and Wee, Gilad and Harel, and Wischnitzer and A.M.T., Shochat and Matrix that they were parties to a restrictive arrangement whereby Harel, EMET and Matrix would submit offers higher than Wee's offer in order to enable Wei to win the Oranim Municipal Corporation.  According to the affidavit, the parties submitted their bids in accordance with the settlement, with Wie submitting a bid in the amount of $388,000.

According to the claim, on September 15, 2011, following the procurement process that began with the Oranim Project, there was an online bidding for the Oranim project (the online pricing).

In the second part of the indictment, it was attributed to Shachar and Wee, Gilad and Harel, and Wischnitzer and A.M.T., Shochat and Matrix that they were parties to a restrictive arrangement whereby Wei would win the online pricing while Harel, EMET and Matrix would submit final bids higher than Wee's in order to enable Wei to win the online pricing.  According to the allegations, the parties submitted their proposals in accordance with the arrangement when Wei was selected to carry out the project for a total of $362,400.

It is also attributed to the defendants detailed above in the two parts of the indictment that they presented Maman with a false representation according to which the proposals in Balam Oranim and in the online bidding were submitted independently, without consultation, coordination or contact with another bidder, and in any event they did not disclose the fact of coordination between them (the misrepresentation), and that based on the misrepresentation, Maman's opinion regarding the validity of the bids was accepted and Wee's bid was accepted as the winner.  Oshri is also credited with not supervising and doing everything possible to prevent an offense under the Competition Law.
