We discussed at length above Peretz's position and the fact that he worked to maintain true pricing in order to obtain optimal offers despite the criticism he had of the procurement process. This was also evident from his testimony in relation to the Oranim Police. As stated above, Leshem, Peretz's manager, instructed that a competition should be held between suppliers for the Oranim project (N/29) and that Kanevsky contacted the Oranim Volunteer Corps accordingly with a request for proposals. In response to Wischnitzer's announcement that he would not be able to participate, Peretz expressed his internal assessment regarding the possibility of holding a competition in the circumstances of the case (P/82). However, alongside this assessment and afterwards, Peretz worked in an attempt to promote the competition. Peretz contacted Wischnitzer directly and tried to incentivize him to submit an offer and participate in the Oranim Combat Operations in order to compete. This is how Peretz Lewishnitzer wrote: "Are you serious? [That you don't approach] how will you sell? I recommend that you give a price quote and participate in the tender. There may be surprises, remember that Ta'a determines its suppliers, not the manufacturer" (P/194, underline added). Peretz testified that he tried to increase the number of suppliers who would participate in the bidding; because he tried to enlist EMET – which in his eyes is a fantastic and capable company – to participate in the bidding; and that he very much wanted A.M.T. to participate in the pricing (p. 1631, s. 19 - p. 1632, s. 15; p. 1764, s. 6-12, where he testified that he encouraged Wischnitzer to get a price for the deal, to give a price quote and to participate, and to note that everything was open; see also N/143; and we have already seen that in another context Peretz testified that he expected the suppliers to go to IBM, make an "intifada" and perhaps someone would offer a better price, See paragraph 598 above). Peretz further testified that the pricing process was intended to bring to the civil appeal better offers and to improve the procurement costs (p. 1615, para. 14 - p. 1616, para. 5, there regarding the online pricing stage in the Oranim project).
