On October 26, 2011, shortly before Winschel's application to the companies in the National Insurance Institutes for the renewal of licenses, a meeting was held in a civil appeal with the participation of representatives of Wii and VMware, following which the needs of a  civil appeal were initiated in order to examine the feasibility and feasibility of the ELA transaction  (P/192 (meeting coordination); P/89 (Winschel sends an equipment questionnaire to the factories following the meeting, see also N/194); Weinschel, p. 612, s. 15 - p. 614,  S. 14)).  The examination and clarification proceedings continued for some time (e.g., P/91).  Weinschel testified that in between, Balam issued a license renewal plan – and asked for quotes for the maintenance of licenses for 2012 – that at that time they did not even know whether there would be an ELA transaction at the end of the day  (p. 619, paras. 19-21) and that the price quotes for the renewal of the licenses were required in the event that the ELA transaction  would not be executed (p. 629, paras. 20-23).  This is also evident from the rest of the testimonies (Koffler, p. 6620, paras. 2-12), that the BLA issued a license renewal agreement at the same time in the event that the ELA transaction  was not executed, and then they would be able to enter into an agreement with the supplier that won the renewal of licenses for a year; see also: Shahar, p. 3445, paras. 7-10, despite various things he said elsewhere; this is also consistent with Oshri's testimony that the Civil Appeal acted annually for the renewal of licenses annually and was skeptical of  the model of the ELA transaction, p. 4621, paras. 11-17; Oshri's attempt to argue later that the civil appeal had no intention of renewing licenses for one year, p. 5193, paras. 10-12, p. 5195, paras. 3-4, contradicted the aforesaid and was unreliable; See also Koffler's testimony, p. 6595, paras. 21-22, paras. 30-31, which indicates that he believed that even in advanced stages and towards the end of December 2011, there would be no deal, because the ELA deal  would no longer happen).
