However, a few months before the first indictment was settled, something happened.  Zeiger understood that Harel's control of civil appeal sales following the Comptroller General's agreement was not guaranteed and absolute, as he had initially estimated.  This follows Wee's win of the Bluery project.  We will elaborate.

At the end of 2008, Wei won the Bluery project (P/104).  Wei won after offering the civil appeal a discount at a rate thatexceeded the discount to which the civil appeal from Harel was entitled in the framework of the Comptroller General's agreement (P/104, Oshri, p.  4820, paras.  9-21, Zeiger, p.  5307, paras.  1-7).  Wei won despite the fact that, according to Zeiger, this was a project that was included in the Comptroller's agreement and that Harel should have accepted (p.  5595, paras.  6-7, p.  5598, paras.  24-25).  Wie's win over the Bluery project was no small matter for Harel.  She was not accepted at Harel with equanimity.  Harel's men, Zeiger and Muallem above him, were angry.  Zeiger felt that the civil appeal and IBM had "screwed" Harel (p.  5597, s.  19 - p.  5598, s.  2).  Zeiger testified that Wei's win hurt him (p.  5607, s.  2-4, s.  21, p.  5609, s.  1).  Oshri testified that Zeiger called him after Wei won the nerves, threatened him that he would burn him all over the market, hurt him in front of customers, and give low price quotes in order to get him out of the industry (p.  4311, s.  6 - p.  4312, s.  6, p.  4839, s.  19 - p.  4840, s.  12, Oshri's testimony on this matter gave an authentic and reliable impression).

Zeiger and Harel therefore understood that the Comptroller's agreement does not automatically guarantee Harel that IAI's projects will win, because even when it comes to equipment included in the Comptroller Agreement, Civil Appeal asks for quotes from others, because the competing companies can offer cheaper bids

This will be used in an arrangement that will reduce competition and harm it.
