It is easy to see that this is a matter of planning the coordination of the proposals that will be submitted to the MPR(X) Division, so that Harel's proposal will be the cheapest. This is evident from the correspondence itself, from the arrangement with Wei that preceded it, and from the conduct that followed. As Gilad wrote, at this stage he has not yet sent the price quotes to others. Zeiger's version with respect to the content of the matter will be discussed below.
- The next day, 14 March 2012, in the afternoon (16:25), Gilad sent Zeiger an updated price quote from Harel for a total of $333,509 (P/117). Even after the update, Harel's proposal remained intended to be the cheapest of the proposals.
- Shortly thereafter, Gilad worked at the same time to submit Harel's offer to finance and send Levi and Triple C the more expensive price quotes in order for them to be submitted to Finance in a coordinated manner. Here's how:
Harel's offer - at 16:46, Gilad sent Kashnevsky the updated price quote from Harel to the MPR(X) Combat Team. The offer amounted to a total of $333,509 (P/112). This proposal was in line with what Gilad had sent to Zeiger a short time earlier (P/117).
The appeal to Levi (Shahar) - At 16:48, Gilad sent Shahar a file with a price quote in the amount of $364,691, while writing to Shahar, "Submit it" (P/353). These things speak for themselves. In accordance with the arrangement made a few days earlier, Gilad asked Shahar to submit a proposal to finance Wee's bid at the price given by Gilad.
This is clearly evident from the content of the message that Gilad sent to Shahar, "Submit it" (when the message was sent in continuation of the email thread mentioned in paragraph 1005 above). Shachar also testified that Gilad asked him to submit to a civil appeal the proposal that Gilad had sent (p. 2926, paras. 26-29; see also: p. 2927, paras. 9-13, p. 2929, paras. 29-32). The price quote that Gilad sent to Shahar, which he asked Shahar to submit to Maman, is exactly one of the two logoless price quotes that Gilad had attached to Sayeger the night before in the announcement that revolved around the planning of the coordination (P/116). This, despite the fact that contrary to what was stated there, it appears that Gilad sent Shahar the price quote intended for Triple C. This is of no real importance. It is possible that he was confused or decided to switch between the bid prices of the V and Triple C (with regard to the possibility that Gilad was confused with the numbers, see also Zeiger's words in his interrogation, P/220, paras. 360-362).
