Knitürk, also on the procurement side at Elta, testified that even when work was done with the supplier before the matter was transferred to the procurement handle – and even though this is not optimal and ostensibly can be handled – this is not the end of the story, and the procurement takes into account additional considerations, such as framework agreements, opinions about the supplier from other projects, and other considerations (p. 371, s. 18 - p. 373, s. 2).  The testimonies of other officials in procurement also revealed that the work performed by a supplier with the project was a "marketing effort" in order to obtain credits and a foothold, but that this did not guarantee his win at the end of the day, and that the suppliers even clearly knew that this was the case (testimony of Shem, Procurement Manager at Maman, p. 2149, paras. 6, paras. 26-32, where he called the actions of the supplier located in the factory and proposed a solution to the project as "pre-marketing" and noted that a supplier who approaches the project and an investor knows that "this It doesn't necessarily give him the choice later on," because "there could be a privatization..." and "it doesn't necessarily guarantee him the win"; Testimony of Shkedi, Head of Components Procurement and Computing at Elta, p. 1852, paras. 16-24, p. 1932, paras. 11-14, that the procurement personnel repeatedly told the suppliers that the fact that they arrived at the project, sat down with him, and invested was "marketing time" in terms of procurement and did not give priority in terms of procurement, and did not guarantee a win: "Succeeded, succeeded, did not succeed"; Testimony of Shekanevsky, Procurement Buyer, according to which feasibility studies carried out by a supplier for the project, including the provision of a server for the purposes of the tests, are "marketing efforts", p. 988, paras. 9-19; Testimony of Zaguri, Head of the Procurement Administration at Elta, p. 2234, paras. 2-13, according to which preliminary actions by a supplier vis-à-vis the project for support, lending equipment, formulating a solution, are "marketing efforts" that have a certain weight, but the role of procurement is to bring the best deal to IAI).
