Knitürk, also on the procurement side at Elta, testified that even when work was done with the supplier before the matter was transferred to the procurement handle – and even though this is not optimal and ostensibly can be handled – this is not the end of the story, and the procurement takes into account additional considerations, such as framework agreements, opinions about the supplier from other projects, and other considerations (p. 371, s. 18 - p. 373, s. 2).
