At a certain point, and later on, a suppliers' meeting was held with the project's personnel.  The potential suppliers participated in the meeting and the project staff answered various questions raised by the suppliers (testimony of Knitork, p. 436, paras. 9-10 (we held a supplier conference); p. 445, paras. 22-27; p. 446, paras. 1-22 (where he also referred to the questions raised by Wii and EMT in the meeting); p. 449, paras. 20-29 (where he noted that Triple C also participated in the meeting); p. 461, paras. 25; although no protocol or documentation of the meeting was presented,  Knitork's testimony on the matter was reliable and fits in with the evidence from real time (e.g., N/6 and the reference there to the request of the project staff to hold a meeting; there is no reason not to accept it).

As stated above, and still during the month of January 2010, Knitork contacted Levy, Harel, Triple C and EMET with a request for price quotes (Knitork's testimony, p. 342, paras. 2-6).  Indeed, as Wei and Harel noted in their summaries, the CBD's own inquiry was not presented as evidence.  It is possible that she was not located.  However, this does not change the circumstances of the case.  The evidence clearly shows that the various suppliers were contacted to receive quotes for the Baltimore project and that the project requirements in relation to which price quotes were requested were presented to the suppliers.  In addition, Wei itself, through Shachar, subsequently submitted a price quote to Elta, with Shachar explicitly stating in the email correspondence to KeyNetwork that the price quote was "further at your request" (P/7, Shahar's testimony, p. 3012, para. 22; This was also in disregard of No. 97 of Wei and Oshri's response to the amended indictment, where they noted that the investigation material indicates that ELTA had approached for bids for the Baltimore project; See also the testimony of Kniturk, p. 342, paras. 2-6; P/6, and see also the description of the procurement process in real time, for example, in the framework of P/49: "Suppliers were contacted...").
