Wei and Harel also referred to various testimonies from which they sought to learn that the property is not permitted to disqualify or circumvent the approval of a single supplier issued by the factory (the project).  This included the testimony of Zaguri, head of the procurement administration at Elta, according to which the property does not have the authority to "override" the approval of a single supplier and that the approval of a single supplier is "almost iron", "it is difficult to change it" (p. 2215, paras. 16-30, with reference to N/11; Zagori explained there that this was a confirmation issued by the factory/project, and that Kanyan could say that he did not think it was a single supplier and turn the matter to the head of the Procurement Administration and bring it before him).  They also referred to Vered's testimony that although the buyer, the procurement person, is entitled to "raise a flag" in connection with the approval of a single supplier or to cast doubt, and in such a case there will be a renewed discussion on the matter at senior levels even after a single supplier form has been signed, "this is usually not encountered" and usually "as soon as the heads of the administration give the approval, they align themselves with this line" (p. 6386,  Q. 33-1, Vered also testified that he did not remember that Kinturk raised a flag in the event here and that people are usually not disconnected from the reality on the ground, from the needs of the schedules, unless a financial issue arises that is unusual; See also the testimony at p. 6387, paras. 1-13, that in a proper procedure, Connecticut should be integrated from the beginning and be familiar with the details and tests carried out by the project).  They also sought to build on the testimony of Shkedi, according to which Knitwerk is not allowed to "beep" on the approval of a single supplier (p. 1856, paras. 19 - p. 1857, para. 16, where he also testified that a procurement person who receives a single supplier form, such as N/11, is not expected to move to a "tense standstill" and if in view of his familiarity with the market, the reasons are not acceptable to him, he can "raise the flag" and turn to the echelons above him; See also his testimony on p. 1833, paras. 3-9, where he testified that although this does not happen every day, it happens that the approval of a single supplier will not be acceptable to the owner).
