At this stage, it is not possible to determine that the Respondents' arguments in this context are claims that have no substance.  Therefore, I do not believe that the argument regarding the possibility that the respondents have to resort to the public solicitation mechanism changes the conclusion that leaving the situation as it is will prevent the respondents from fully realizing their alleged rights to convene the meeting.

  1. Conclusion: In light of all of the above, the application for leave to appeal is denied, and in any event, the application for a stay of execution is also rejected. The Applicant will bear the payment of the Respondents' expenses in the sum of ILS 7,500.
