According to him, "after ...  a few days or a week, " the legal advisor informed him that the material had been transferred to the State Attorney's Office (para.  p.  409, paras.  9-10).

  1. Shahar also explained that the MAG Corps had transferred the handling of the materials produced from Naveh's devices to the State Attorney's Office, since it had found that it was unable to continue handling the matter on its own. This is what emerged from Shahar's testimony:

"A week goes by and after we don't get a response from the Military Advocate General's Corps, we think we're constantly trying, if I'm not mistaken, Nurit is trying to talk to Ravit, the girl from the Military Advocate General's Corps, and at some point we understand that the MAG Corps has decided that it's a big deal, we have to transfer it to the State Attorney's Office."

  1. After the State Attorney's Office was embarrassed to arrive, Shahar, Elkabetz and Razi turned to Attorney Raz Nizri, the Deputy Attorney General at the time, as follows:

"...  And then we wait for the State Attorney's Office to get a response from the State Attorney's Office that someone will contact us and instruct us on what is allowed to be published, what is forbidden and in what manner.  How to deal with this matter.  We don't get any phone calls from the State Attorney's Office and they tell us that it's being handled by Yifat Tomer and that she has passed it on to Raz Nizri and we turn to him and tell him to instruct us on what to do.  It takes a while for him to be busy with other matters and in the end some kind of conversation is scheduled.  At first he says to meet with him, at the end he sets up a conference call.  The conversation takes place in the afternoon so the people who are at the station at that time are me and Shimon, we put Razi on the phone line, we want to bring Nurit and Hadas up but they are there with children and there is a lot of noise and you can't listen, so we tell them that we will do it without them.  In fact, the conversation takes place with Razi, Shimon, me, Raz Nizri and a representative from the Military Advocate General's Corps on the line and we ask him what to do, give us instructions, and the conversation is very strange we don't understand what he wants, somehow Shimon says to me and Razi well, I understand from what is being said here that is being said and not being said that in a few hours they will issue us a gag order and a seizure order and they won't let us publish anything and Raz Nizri says you understand right.  He says something like now it's in your hands, you have two or three hours until the order is issued, on the face of it you are not directly subordinate to me it's your decision, you can publish I don't recommend it to you but it's your decision."
