  1. At the end of this conversation, Elkabetz, Barkai and Shahar held a consultation on the question of whether or not to publish the materials produced from Naveh's devices, and decided not to. This is what emerged from Shahar's testimony: "At the end of the conversation, Shimon and Razi and I consulted and said that we would not publish because in the end it was a feeling of a situation where you really don't have a legal advisor and an incident happened that as a citizen of the State of Israel it might have been right for you to open an investigation, and as a journalist I wanted advice that would tell me how to publish and not prevent me from publishing" (par.  p.  294, paras.  18-21).  And also: "We did not receive an answer from the legal counsel, the station commander can say that we are going for it even though there is no legal backing, but we decided not to go.  We decided to be careful and be responsible and not do anything" (par.  p.  295, paras.  25-27).

At the same time, in light of the delay in providing instructions from the legal counsel to Army Radio, and since the matter was transferred to the State Attorney's Office, Shteif handed over the materials in her possession to the police. Shteif explained that the legal counsel of Army Radio was delayed with the approval of the publication of the materials.  According to her: "It burns in my bones.  It's not every day that a journalist receives material related to corruption in the judicial system and in Israel.  I nag Shimon and Ilil because they dealt with the legal counsel and I say what's going on with the publication, we know or understand and are working on the materials because we know that these are materials that are a hot potato and we have to publish them.  Both Shimon and Ilil say listen, there are problems.  The legal counsel is not progressing, they involved Raz Nizri, it seems that there are those who don't want the materials to be published.  So at the moment they are waiting" (par.  p.  167, paras.  5-10).
  3. At this point, Shachar hinted to her that "as she understands, " the materials would be "buried" and would not allow their publication. Shteif, who was afraid that the materials would not be published, contacted the State Attorney at the time, Shai Nitzan, and told him about the shaky materials in Naveh's case that she had in her possession.  Shteif also told him that "they are piling up difficulties over the publication, I told him that it was with his deputy, I didn't know if he knew, I told him that I understood from my superiors that there was a situation where these materials would not see the light of day, and that kept me awake." (par.  p.  168, paras.  1-3).
  4. According to her, Shai Nitzan suggested that she transfer all the material to the police. Shteif, whose main concern was the leak of the story that would harm her and her sources, asked for immunity from harm to her, her children and her sources.  Shai Nitzan promised Steif to take care of this and get back to her.  Later, Shai Nitzan called her and informed her that Rosh Lahav and the head of the YCHA would come to take the materials from her.  On January 1,2019, at 20:30, Superintendent Yoav Telem and Superintendent Assaf Walfish arrived at Shteif's home and collected the materials from her, except for one OK disk "that they know about him, he was at my house in Be'er Tuvia" (par.  pp.  167-168).  The collection of the materials was documented in a memorandum prepared by Telem Wolffish (P/18).
  5. On January 4,2019, Shteif also handed over to the police the mobile devices (irons) that were in Yuli's possession at the time. The collection of the phones was documented by Deputy Superintendent Walfish in the memorandum (P/20).  This is what emerged from Shteif's testimony:

"Assaf Wolffish, I keep in touch with him as an investigator of the case and he calls me and asks me again and again to ask Yuli for the irons, from the source who has the phones and I tell him that I am asking for them and the source said he will bring them to me.  Assaf keeps nagging me and saying I need the phones, bring them and I tell Yuli we need the phones and then he says I'll bring them to you...  It was on Friday morning when he said I'll bring you the phones.  Yuli takes out a closed bag and says these are the phones, bring them to the investigator.  I say goodbye to Yuli and call Assaf and tell him I took the phones, come pick them up.  Assaf says within an hour or two we'll be at your place, I'm on a weekend in Be'er Tuvia, the phones were left in the bag and when Assaf arrives with another investigator I hand over the bag to him.  That's the only stage where the irons were closed and locked in a bag."
