It should be noted that Yehudit Vaknin, deputy commander of Neve Tirza Prison until her retirement in 2020, testified that on December 10, 2017, she contacted the National Unit for the Investigation of Prison Guards (YHS), and described an incident in which Yifrach told her that the contractor of the Savyon Division project (Reuven – M. B.) wanted to speak with her. The contractor arrived upset and said that he could not continue the work because the defendant was angry with him for giving too low a price quote and demanded that he raise the price quote for the project. The contractor understood that he would not receive additional work if he did not do what the defendant asked of him (transcript of September 20, 2022, pp. 386-387). The witness understood from the contractor that this was not the first time (p. 388).

It should also be noted that Eli Yifrach told the ISS on December 7, 2017 that Reuven told him that when he started working on the Savyon Yard project, the defendant approached him with great anger that he had given the price quote and started working, and told him that he would no longer let him work for the IPS (transcript of December 21, 2021, p. 544). After refreshing his memory through his testimony dated January 4, 2018 in the IPS, Reuven said in the office of the deputy director, in his presence, that the defendant told him that he was going to get a divorce, and that the defendant had asked him, based on other projects, to give him checks.

The words of Vaknin and Yifrach were given to Reuven in the very act of saying them.

In his testimony, Reuven stated that he heard from Yifrach, after he submitted his offer, that the defendant had also submitted an offer, for a much higher amount. He does not remember whether he spoke to the defendant afterwards about his offer. When he was referred to his police interrogation on November 2, 2018, he stated that the defendant did not threaten him, but that he (Reuven) feared that because of the "scolding" he had made, the defendant would not give him additional work (p. 307). When asked what the defendant had told him on the matter, he replied that at first the defendant delayed the approval of the payment by a few days, and later told him that his (the defendant's) offer was more expensive because it included an element of installing air conditioners (p. 307).
