Knitork testified that by means of a request for quotes, he sought to check whether there were additional inventories elsewhere of suitable servers that the project and the procurement were not aware of (p. 412, paras. 30-31, p. 344, paras. 7-8). Inventory of such servers can be found either with other entities operating in Israel or with jobs abroad (Knitürk, p. 414, paras. 19-22, perhaps there are inventories abroad as well, and not only in Altrade; p. 421, s. 7-8, he also searched for suppliers outside of Israel, even for whom he did not issue a license). Such a possibility also arose in other testimonies (Shahar, p. 2723, paras. 8-10, there were other companies such as Ultrade; Naveh, p. 168, paras. 17-31, where he described in general terms the sources where it is possible to locate equipment that is no longer manufactured, including Jubar in Israel or abroad). As stated above, the project's assessment that there is no such inventory in Israel or that the possibility of purchasing it abroad is not realistic in view of the short timetables (Vered, p. 6399, s. 29 - p. 6400, s. 4) does not exclude the possibility of examining the matter by the procurement and requesting price proposals, real offers, for this purpose.
A request for quotes from other suppliers is also intended to check whether other providers can offer Elta the stock of servers located in Altrade at a better price (Knitürk, p. 419, s. 12-13, s. 22-25, e.g. whether Alltrade has a preferential business relationship with Harel; p. 418, s. 24-31; Vered, p. 6408, s. 24-33; Shohat, p. 6878, s. 15-23, Altrade, with whom he was acquainted, can give different quotes to different suppliers; Shahar, p. 2726, paras. 17-19, where he confirmed that Harel and Triple C could also have received a price quote from Altrade regarding the servers, even though he later tried to disapprove of the practical significance of the statements, and that his statements against interest should be preferred to his testimony elsewhere, p. 3106, paras. 4-18, where he confirmed the opposite from his interrogation; See also P/54, Harel's coordinated offer, alongside which Gilad wrote to Connecticut that the offer was based on prices he received from Alltrade. Although this is a coordinated offer with a misrepresentation, it supports the claim that other suppliers could also have received offers from Altrade as Gilad presented that he did; Shkedi, p. 1859, paras. 16-23, where he testified that if Alltrade gives price quotes to several suppliers and which of the suppliers is willing to settle for a lower margin, it is possible that Elta will receive a better offer).
