- According to Elkabetz, after being exposed to the information, he decided to have a conversation on this subject with the station's staff, which included the "Razi, Nurit, me, and since our legal advisor of the station with whom I worked closely with Maya was on vacation abroad, there was a legal advisor to the State Attorney's Office, Ravit (Adv. Ravit Danino - A.S.)." This is despite the fact that "as far as Hadas is concerned, the enthusiasm and everything I already want to go on the air, I spoke to Razi and I talked to him. I told her hello no, we don't go on the air and we don't do anything" (Par. p. 397, paras. 28-33).
Shteif also explained that Elkabetz, who believed that it was "serious" material, decided that it should be published, but before publication, the legal department of Galei Tza should be involved."30. According to her, Barkai, who hosted the program "What's Burning" on Army Radio, and the program's editor, Canetti, suggested that they handle the story. Elkabetz added that due to the "size" of the story, Shahar, the head of the current affairs department at Army Radio, should also be involved (par. p. 164, paras. 22-30).
- At the end of her meeting with Elkabetz, Steif opened a WhatsApp group called "Hasamba" and included "all the members of the team as I had agreed with Shimon to handle the affair. I called it Hasamba because these were my childhood books, absolutely secret, and I felt that what was there was absolutely secret. The group consisted of the legal advisor Maya, Nurit Kanetti, Razi Barkai, Ilil Shachar and Shimon Elkabetz" (par. p. 165, paras. 7-10).
- From her meeting with Elkabetz, Shteif returned to Yuli and informed him about the meeting. At this point, Yuli downloaded the materials that were on the devices to a USB flash drive and handed them over to Steif (par. p. 311, paras. 7,16-15). Shteif also explained that "he (Yuli-A.S.) gave me the materials, everything that was on the computer" (par. p. 165, paras. 20-21). Shteif also explained that since she and Elkabetz had arranged to meet with Barkai, Canetti and Shahar at the offices of the Galei Tzahal station, she wanted to come with the materials when they were printed. Therefore, "I ask him how I can print the paperwork and what is there... He (Yuli-A.S.) sent me to a place where students print papers, and that's where I went" (par. p. 165, paras. 21-24). At this point, the devices remained with Yuli at home (par. p. 311, para. 18).
Steif left Yuli's house with a USB flash drive that contained the materials produced from the devices (par. p. 196, paras. 5-6). According to her, everything that was on the USB flash drive was printed (par. p. 200, par. 11). After printing the materials, Steif arranged them in two binders: a black binder and a white binder. R.K.'s materials. She placed them in a separate plastic container (par. p. 165, paras. 29-30).
