The COVID-19 period disrupted the times, and even when we partially returned to work, there is no response in the Tel Aviv municipality, because they work very limited in manpower or they work from home, and it is almost impossible to make an appointment in the field. Also, Philippe Starck's project and architect (Roba Wachhart, and Ethan Hammer, both of whom work with Philippe Starck in France), they were once on the property one by one. They were supposed to come to plan the place last March. Due to the coronavirus, they have not arrived to this day. Unfortunately, we have not yet been given a new date for arrival, due to the lockdown that is going to be in Israel and France. The same goes for the investor from France, who was supposed to come and give his share of the project, but at the moment he is stuck in France. Therefore, Emmanuel is supposed to fly to France (in the hope that they will let him) meet his partner Claude Luzon and take care of a new investor who will probably enter the project by the end of the year. Emanuel asked for time to get organized with the situation and also with the investor (as Emanuel had spoken to Yaakov in the conversation) because then we would be able to know the arrival times of the architect and the projector from France. The conservation times and the municipality hope that they will become clearer and that we will be able to continue the project with full vigor."
- In an email sent by the company's attorney on October 27, 2020 , it was written as follows (Appendix T to the defendant's affidavit):

For the sake of good order and in continuation of the conversations between you Emanuel and Mr. Luzon with Yaakov that have not yet been completed, at the same time it is important for us to put a number of important issues in writing in order to arrange them urgently and so that it does not imply a waiver of rights on the part of the company for payments/for the execution of work/maintenance of the property, and I am sending this email today since yesterday a tour was conducted with the bank, which is very concerned about the condition of the property, neglected and dirty, from the fact that until today the work and the rent payments have not begun, In this regard, it should be said that the bank may demand the repayment of a loan when it sees that the yield/progress of the property is inconsistent with the lease agreement/when the tenant does not meet the terms of the lease.
