Mr. A.  Amorai:          But you will agree with me that when an industry is so close to the residents, as in the case of Haifa, the pollution they spread, whether it is according to the regulations or not, is at the expense of those residents who did not allow the factories to pollute them.  This is an infringement on their autonomy to breathe clean air.  That's right, ma'am...

The witness, Dr. S.  Libiki: This is exactly why you put in air quality onitors, because you want to make sure that the residents air quality is acceptable.  That's it.
