The discourse in front of her repeated itself over and over again and with greater intensity on her part.  During this time, and in light of her firm refusal, it was again explained to the minor that her mother would be waiting for her outside the center and that she would be able to meet her very soon, but the minor was not convinced and refused to enter.  At the same time, the defendant was instructed to assist the minor in entering into a meeting with the plaintiff and later even to exercise more significant parental authority, but without success.  After about fifteen minutes in which the minor refused to enter the courtroom, Mrs. Lital Kozkov joined the meeting and also tried to motivate her to enter the meeting, without success.

The defendant, who saw her daughter's strong objection, asked us in the presence of her daughter what she should do since her daughter was not interested in entering.  Is it right for her to force her into the meeting and what message does she convey to her? The legal guardian drew her attention to the fact that such statements should not be made in the presence of the minor.  The defendant was asked to exercise parental authority more decisively and to assist the minor in entering the meeting.

In response, the defendant leaned over to her daughter and noted to her, "I agree to you go.  If I agree, it means it's okay.  I wouldn't agree if it's wrong," but the minor's objection was reiterated to her.

It should be noted that the minor's objection was very strong, accompanied by tears and even an attempt on her part to escape to the car, her clinging to her mother and the need to use physical force in order to get her inside.  In addition, part of the minor 's difficulty in entering the meeting can be attributed to the fact that she did not know the place of the meeting before it took place, when we usually recommend that the meeting place not be foreign to the child, but we had to act in a timetable that did not allow for this prior acquaintance.

  1. After these stages, the meeting itself took place, which was described as follows (pp. 6-7 of the report):

"Ultimately, and in light of her strong opposition, since there was no other choice, we suggested that her mother wait inside the outer space of the center and pass through the entrance gate together with the minor in order to give her a sense of security.  Accordingly , the minor agreed to pass through the entrance gate to the center, but still adamantly refused to enter the meeting.
