According to the opinion, even at the present time, it is evident that some of Da'ar's supporters are different from those in Israel and the Negev and continue to conduct themselves in the spirit of the organization's guidelines, while in addition to promoting attacks in Israeli territory, there is a clear interest among the Arabs of the north and the Negev in emigrating to the organization's combat zones on the African continent in a manner that is consistent with recent calls in the organization's propaganda products that encourage that emigration to this arena.

  1. The opinion noted that an examination of the conduct of Da'ar'ar supporters in Israel and around the world over the years has proven that their commitment to the organization's ideas and guidelines, as well as their motivation for activity, is no different from and even exceeds those of activists in official districts.

On the basis of the aforesaid, according to the opinion, it can be determined that the existence and agenda of a supporter of an appeal is distinctly different in Israel in non-institutionalized arenas – just like that of an official activist in the organization.  This means that in arenas where there is no official ISIS institution, such as in Israel, the supporters of Da'ar'ar should be treated as operatives in the organization for all intents and purposes.

It was noted that the search for an official "member badge" in the framework of the treatment of supporters of a different appeal in Israel is irrelevant and incorrect, since this is an arena in which there is no MADAS activity with characteristics from official institutions, and therefore it is not possible to find a "member badge".  At the same time, the deep commitment of some of the organization's supporters in Israel to a different ideology of Da'ar'ar, and their willingness to translate it into active activity on the ground, shows that these are terrorist operatives for all intents and purposes, and therefore the distinction between a "supporter" and an "active member" with regard to activity in Israeli territory is irrelevant.
