The hearings in the three proceedings took place before me on April 13,2026.

The Arbitration Proceeding:

  1. The first hearing in the arbitration proceeding took place on July 30,2025, before a panel of three arbitrators, headed by the presiding judge, Judge Rabbi Ephraim Cohen Amash, the Dayan, Rabbi Harel Vaknin, and the Dayan, Rabbi Moshe Fadlon. As part of the hearing, the parties presented their arguments orally.

According to the respondent, the hearing lasted about three hours and ended at 00:15 in the morning.  It was further claimed that already at about 01:30, the Applicant sent the Respondent via e-mail a copy of a handwritten judgment signed by the arbitrators.  About a week later, a printed judgment was sent to the parties on behalf of the Tribunal's Secretariat.

Arbitration Awards:

  1. As stated, three judgments were rendered in which we are concerned:

Judgment of July 31,2025 (hereinafter: "the First Judgment"), in which it was held:

 "Judgment

Rabbi Mordechai Neumann and Rabbi Yosef Cohen came before us to discuss an agreement signed between them regarding the reservation of a hotel for vacationers for groups.

After hearing the parties and clarifying the matter in the transfer of the venue of the hearing, he rules as follows:

  1. An existing agreement.

Rabbi Neumann is obligated to abide by the agreement and pay ILS 1,590,000 by Sunday, the 16th of Menachem Av.

The Ottoman Settlement [Old Version], 1916c.  The court invites the parties on Monday Elul (Tuesday) at 16:30 at the Kollel of Zakor to Avraham, 6 Esh Kodesh Street, in the antitrust of the Holy Mishkan, to discuss the children. 

12-34-56-78 Chekhov v.  State of Israel, Pis.  D.  51 (2)D.  If after the end of the events, Rabbi Neumann does not transfer the money, permission is given to Rabbi Yosef Cohen to contact the Execution Office.  ..."

Without further hearing, on August 7,2025, an additional judgment was rendered, which was defined as a continuation of the first judgment (hereinafter: "the second judgment"), in which it was held:
