The report also noted that after assessing the risk and chance factors, the Probation Service assessed that there was a risk of illegal behavior in the field of fraud in the future.
With regard to the therapeutic procedure, it was noted that the defendant expressed her desire to participate in the therapeutic process and to cooperate with the probation service. She said that she has been dealing with employment difficulties since the legal proceedings against her began and that she is in financial distress. The defendant added that she wants to receive tools to cope with crisis situations in her life, such as the divorce from her husband, and also wants guidance and a place where she can share her feelings as a result of the legal process. Defendant 1 expressed her consent that the Probation Service would refer her to individual treatment within the framework of the welfare in her area of residence and in her mother tongue.
In light of the above, the Probation Service was of the opinion that it would be appropriate to integrate Defendant 1 in a therapeutic process that is compatible with her needs and in her native language, in order to enable her to ventilate sharing her difficulties, and to receive tools for coping with complex situations in a positive way. The Probation Service emphasized that it was unable to provide appropriate responses to the defendant's needs and in the Arabic language.
The report also states that the Probation Service is aware of the seriousness of the offense, the characteristics of the planning and sophistication behind its execution, and the fact that Defendant 1 took an active part in its execution. At the same time, he believed that it would not be correct to recommend punishment in the form of actual imprisonment because the defendant is dealing with emotional difficulties as a result of the divorce process she underwent, since she led a normative life before committing the offense, and upon receiving treatment she will be able to manage them again.
