Entry into Israel Law (1952), sets that the entry of foreigners into Israel requires a visa. A recent
significant amendment to the Entry into Israel Regulations (1974) eases the criteria for foreign investors.
This significant amendment is meant to encourage the entry of American investors into the State of
Israel and provides such with a newly created investor visa. Such investors must be American citizens
who wish to frequent Israel on a regular basis within the framework of having a business. The
amendment is a part of a "pilot" program of the governments of Israel and the United States. The Israeli
program deals with investors who wish to invest significantly in Israel. This special investor status not
only grants special rights to investors but also to their families and key professional employees (who are
not necessarily relatives of the applicant) who can now join the investor for the purpose of investment.
To obtain this investor status, the applicant must fulfill certain criteria. For example, the investment need
be in an Israeli "for-profit" company managed and controlled from Israel. The investment need be of
significant volume and the project should be one that can generate economic growth and jobs for Israel's
economy and not only a support to the investor and the investor's family.
