Testimonial on a negotiable document

A negotiable document is usually a check or promissory note, where in the event that it is rejected (not respected by the bank, for example) there is a need is certain jurisdiction to contact the debtor and warn the debtor that the document was not honored before an action can be taken. The testimony as to a negotiable document by a notary means a warning that the document has not been honored, in case the document was drawn up in a particular jurisdiction and we want to use it in another jurisdiction. Under Israeli law, only a notary can witness this testimonial.
