Revocation of a business permit requires due process including ‎reasonable time to prepare for a ‎hearing

A municipality revoked a business license granted to a factory on the grounds of violation of license terms.

The Court held that a municipality seeking to revoke a business permit must first grant the permit holder the opportunity to state its arguments, after notifying the holder of the intent to revoke the permit. In this case, the municipality granted the permit holder just a few days to complete its arguments and setting such a short period of time for a hearing under such circumstances deviates from the scope of reasonableness, as it does not allow the party affected by the authority's decision to answer the allegations in a due process. In view of the flaws in the administrative process, the Court ordered that the decision will be reconsidered and that the hearing be returned to the local authority.
